Harvey York has been in practice with the firm of Novins, York, Pentony & Pagano since 1971. His practice covers a wide array of areas including real estate, land use law, commercial banking transactions, business and corporate matters, estate planning and other areas of civil law and litigation.

Harvey graduated from Asbury Park High School in 1963 before attending Lehigh University where he majored in political science and earned a bachelor's degree in 1967. Following graduation he enrolled at the American University School of Law in Washington, D.C. and graduated in 1970, having served as a member of the Law Review. Subsequent to obtaining his law degree, he served a clerkship with the Judges at the Ocean County Courthouse in Toms River, New Jersey, after which he joined the firm of Novins, Novins & Farley, which is today known as Novins, York, Pentony & Pagano.

Harvey is admitted to the New Jersey Bar and has been admitted to the U.S. District Court for the District of New Jersey and has also been admitted to the United States Supreme Court. He is a member of the American Bar Association, the New Jersey Bar Association and the Ocean County Bar Association. In addition, he has served on the New Jersey Supreme Court Committee for Fee Arbitration as well as the New Jersey Supreme Court Ethics Committee, which he chaired from 1986 to 1987.

Harvey is an active member of the community and has served as president of the Toms River Kiwanis Club, Toms River Ocean County YMCA and the Toms River Ocean County Chamber of Commerce. In addition, he has served as chairman of the Board of Trustees of the Ocean County College Foundation, president of United Way of Ocean County and in other various roles, including campaign chairman for the Ocean County Jewish Federation. He has also served as president of the Toms River Country Club, is a member of Temple Beth Shalom and is currently president of the Hollywood Golf Club.

In the past he has received honors and awards including Humanitarian of the Year from the Ocean County College Foundation, United Way Volunteer of the Year, United Way Care Giver Award, Lehigh University Alumni Award, Theodore Herzl Leadership Award of the Ocean County Jewish Federation, Citizen of the Year of the Ocean County Girl Scouts, Citizen of the Year of the Toms River Ocean County Chamber of Commerce, Citizen of the Year of the Temple Beth Shalom, Brotherhood Award of the National Conference of Christians and Jews, Citizen of the Year Award of the Toms River Ocean County YMCA, Humanitarian Award of the Toms River Ocean County Chamber of Commerce and the Distinguished President Award of the Toms River Kiwanis.
